formerly_bob - It means that a portion of the heart isn't helping to pump blood, so the volume of blood that is pumped becomes lower. Specific problems from this circumstance depend on which part of the heart is affected and the severity of the problem. Reduced blood flow in one chamber of the heart can cause blood to back up in the damaged chamber like a clogged drain pipe, which is called congestive heart failure. It can also cause abnormally low blood pressure, which can cause problems with the kidneys and liver. Both of these organs need relatively high blood pressure to function properly.
