Is This Skin Cancer? White Soft Spot On My Arm?

There's a white spot on my arm that has been there for a good 9 weeks now. It's about a 2 cm diameter circle. Its soft and not raised. When I pull some skin around it to get a better look at it, the white skin wrinkles just like all of the other skin around it (not like a sore would).
